This agreement outlines the understanding between Harlows Heroes and the handler or owner of a K9 accepted into the Harlows Heroes Foundation Dog Program.

Acceptance into the Foundation Dog Program reflects a commitment by Harlows Heroes to provide meaningful, dependable support while maintaining ethical stewardship of program resources and donor trust.

Foundation Dog Annual Stipend
The current Harlows Heroes Foundation Dog stipend is $1,000 per K9 per year, based on a January through January fiscal year. Stipend amounts and eligibility are subject to review and may be adjusted as the program grows.

Foundation Dog stipends are intended to help offset expenses related to the K9’s care and well-being. Eligible areas of support may include, but are not limited to:

– Routine and emergency veterinary care
– Rehabilitation and mobility support
– Nutritional support and supplements
– Enrichment items and quality-of-life activities
– Safety and protective equipment
– Palliative and end-of-life care

Stipend use is guided by Harlows Heroes program guidelines to ensure consistency, fairness, and responsible stewardship across all Foundation Dogs.
1. Purpose of the Foundation Dog Program
The Harlows Heroes Foundation Dog Program exists to support retired K9s by helping ensure access to care, resources, and advocacy that protect their health, dignity, and quality of life.

Acceptance into the program does not transfer ownership, custody, or medical decision making authority of the K9. All primary care decisions and financial responsibility remain with the handler or owner as outlined in this agreement.
2. Collaborative Care and Allocation of Resources
Harlows Heroes may, when appropriate, collaborate with veterinary providers, partner organizations, or assistance programs to maximize the level of care, coverage, or access available to the K9. In some cases, utilizing funds through collaborative partnerships may provide increased coverage, expedited access to care, or improved outcomes that would not be available if funds were applied directly to a single invoice. Any such decisions are made in good faith, with the K9’s best interest as the top priority, and with the goal of ensuring the highest possible level of care using all available resources.
3. Coordination With Other Assistance Programs
To support transparency and thoughtful collaboration within the working dog community, the handler or owner agrees to notify Harlows Heroes if they apply for or receive financial assistance for the same medical event through another organization. This allows for coordinated care, avoidance of duplicate coverage, and responsible use of shared resources.

Harlows Heroes fully supports K9 teams seeking assistance from multiple reputable organizations. Our goal is never to limit access to care, but to work collaboratively to ensure the best possible care for the K9.
4. Disclosure of Other Financial Assistance and Program Integrity
The handlers or owner must fully disclose all other organizations, foundations, grants, insurance programs, or assistance resources from which they are receiving or may receive financial support related to the K9’s care.

Handlers and departments agree to immediately notify Harlows Heroes if they apply for, are approved for, or receive financial assistance for the same expense or medical event through another organization.

Duplicate reimbursement for the same expense is not permitted. Bills, invoices, or expenses may not be submitted to multiple organizations for reimbursement or payment. Any instance of duplicate reimbursement, failure to disclose other assistance, or misrepresentation of expenses will be considered a violation of program guidelines and may result in removal from the Harlows Heroes Foundation Dog Program.

When a K9 is enrolled in or eligible for support through another organization, those benefits must be fully utilized prior to requesting support from Harlows Heroes, unless the expense or service is not covered by that organization and falls within the scope of support provided by Harlows Heroes.

These requirements exist to protect the integrity of the program and ensure that limited resources are distributed fairly and ethically across all Foundation Dogs.
5. Media, Storytelling and Awareness
By participating in the Foundation Dog Program, the handler or owner grant permission for Harlows Heroes to share updates, photos, and videos of the K9 for awareness, educational, and promotional purposes related to the Harlows Heroes mission.

Storytelling plays a critical role in the success and sustainability of the Foundation Dog Program. The ability to share a K9’s journey allows supporters to connect with the dogs they are helping, directly driving donations and making continued support possible for Foundation Dogs across the program.

While sharing photos, videos, or updates is never required, providing content when available, such as updates during veterinary visits, recovery, milestone moments, or when Foundation Dog gifts or resources are received, is incredibly valuable. These updates help donors see the real-world impact of their support and strengthen ongoing community engagement, allowing Harlows Heroes to continue supporting K9s in need.
6. Communication & Updates
The Handler or Owner agrees to provide reasonable updates regarding the K9’s condition, treatment progress, or major changes impacting care. This helps Harlows Heroes remain informed, coordinate support appropriately, and responsibly communicate with donors and supporters.
7. Foundation Dog Status & Program Continuity
Foundation Dog status is intended to be an ongoing, long-term support relationship. Once the K9 is accepted into the Foundation Dog Program, they are not required to reapply annually, and support continues from year to year unless the handler or owner requests removal from the program.

Removal from the Foundation Dog Program does not occur arbitrarily. Foundation Dog status may only be discontinued if the terms of this agreement are materially violated, including but not limited to failure to disclose other financial assistance, duplicate reimbursement of expenses, or misrepresentation of information, or conduct that materially misrepresents or harms the mission, reputation or integrity of Harlows Heroes.

These standards exist to protect the integrity of Harlows Heroes and the Foundation Dog Program and ensure that all Foundation Dogs receive fair, ethical, and consistent support.
8. Acknowledgement & Agreement
By accepting participation in the Harlows Heroes Foundation Dog Program, the handler or owner acknowledges and agrees to the terms outlined above and understands that all decisions are guided by the K9’s best interest and the long-term integrity of the program and organization.
